When you load games onto your hard disk they are stored in the WBFS format. So you have to format the hard disk to work with the right filetype. You can use a WBFS Manager to move games on the harddisk.
The last time i used a WBFS manager i used the channel builder in the program. Search for a WBFS Manager. It should be able to make WADs for the games. These wads would be shortcuts to the games on the harddisk. You need to have the harddisk plugged in. Otherwise the shortcut wont find the game. The shortcut is the wad/channel installed on the system menu.

Click to expand.If you plan to use it with Dolphin, why not just put the ISO in Dolphin's virtual DVD drive and play it like normal? As for turning ISO-WAD, I've actually been wanting to know how to do this myself (for a different reason).
Some ISOs like Wii Play and Hamster Heros are small enough that they COULD be fit into the blocks available on a Wii, or could be used with a SNEEK NAND. I remember seeing a video from Waninkoko of Hamster Heros running as a channel. Don't think that was ever released though.
